Best Practices

how are scratch-its inventory managed?

Some helpful tips for managing your ticket sales:

  • Orders for ticket variety and denomination based on a retailer’s schematic. It’s important to follow your designated schematic.
  • New games are prioritized in orders. Sometimes you may have an old game in inventory and later receive the new replacement.
  • When it comes to back stock, each retailer should have two and a half weeks’ worth of inventory. This includes what is in your dispenser and is calculated based on your ticket sell-through rate.
  • Oregon Lottery’s ordering system cannot identify when full packs are sold until validation for those packs is completed. It’s important to call in and report full pack sales so inventory can be replenished accordingly.

scratch-its receiving process

  1. SCAN the barcode on the packing list after verifying that the game and pack numbers match the packing slip
  2. ACTIVATE the pack prior to selling
  3. APPROVED to sell

updated compliance checks underway

Thanks to a recent audit, it was recommended that Lottery conduct updated background checks on all retailers to ensure ongoing compliance with their contract. Many of our retailers completed a single background investigation more than 20 years ago. An established retailer is now expected to have an updated background investigation completed approximately every five to 10 years.

Retailers who are due for a required check can expect to receive a notification via email, followed by a DocuSign form to review and complete within seven days. After that step, the length of the background check process will vary from retailer to retailer. If a retailer chooses not to participate in the updated background investigation, Oregon Lottery equipment will be disabled and we may pursue contract termination.

If you have questions, please contact Oregon Lottery’s Lai Saetern.
