Who Plays the Lottery?
Identifying people who play Lottery games begins with the Lottery's mission statement: Operate a Lottery with the highest standards of security and integrity to earn maximum profits for the people of Oregon commensurate with the public good.
Earning maximum profits for the people of Oregon requires conducting research with Oregon’s population base to identify players and consumer markets for Lottery games. By investing time and money into surveys and tracking studies, the Lottery is able to define its players and develop games and marketing strategies to reach them. Studies show the Lottery player closely mirrors the profile of Oregon's population age, 18 and over.
Through these research efforts, the Lottery is able to offer a broad variety of market-responsive games that appeal to this diverse consumer market and ultimately earn maximum profits for the people of Oregon. 1 The Oregon Lottery’s twice yearly tracking study is a “Random-Digit-Dial” telephone survey among approximately 1,000 Oregonians aged 18 and older, and is representative by gender, age, and by county. The sample has a +/- 3% margin of error at the 95% confidence level.
