The Oregon Lottery offers a comprehensive benefits package
that includes medical, dental, vision, and prescription drug coverage for regular service and limited duration employees and family members. It also includes complementary $5,000 basic life insurance coverage. Lottery typically contributes 97%-95% of premium for coverage of employees and dependents. Health Engagement Model
Employees are encouraged to participate in the Health Engagement Model (HEM) which offers tools to help employees gain a healthy, vital life, along with lower deductions for health benefits. Surcharges may apply related to smoking, not participating in the HEM, and spouse not participating in their own insurance plans.
Flexible Spending Accounts
The Flexible Spending Accounts allow an employee to elect a monthly pre-tax deduction to use for eligible health care costs up to $2,500/yr and dependent day care costs up to $5,000/yr. Commuter Accounts allow employees to pay for parking (non-state lots) monthly maximum $240 and monthly transportation maximum $130 per month.
Personal & Family Security
Group Life Insurance
The life and accident insurance plans provide employees and families with additional coverage at group rates.
- Employees receive a Basic Life insurance benefit of $5,000. This is an employer paid benefit.
- The maximum basic Dependent Life insurance benefit for each eligible spouse/domestic partner and eligible child is $5,000. Evidence of insurability is not required for this coverage. Rate is $1.29 per month.
- Employees may apply for Optional Life insurance for yourself and your spouse/domestic partner:
A - For you – any multiple of $20,000, up to $600,000.
B - Your spouse/domestic partner – any multiple of $20,000, up to $400,000.
- Newly hired employees have a guarantee issue amount of up to $40,000, if application is made within 30 days of hire date.
- Spouse/domestic partner of newly hired employees have a guarantee issue amount of $20,000, if application is made within 30 days of hire date.
Evidence of insurability is required for additional amounts above the guarantee issue amount along with approval from Standard Insurance Company. Rates vary by age and coverage amount.
- Accidental Death and Dismemberment insurance is available for employees, spouse/domestic partner, and children. Employees may purchase any multiple of $50,000, up to $500,000. Rates vary by coverage amount and who is covered.
Disability Insurance provided through Standard Insurance
- Short Term Disability insurance is payable at 60% of your gross income and is available for employees when disabled up to 90 days for off-the-job injuries, illness, or pregnancy. Premiums are based on monthly gross income. There could be a waiting period for this benefit.
- Long Term Disability insurance is payable at 60% or 66 2/3% of your gross income and is available for employees when disabled after the 90-day elimination period or 180-day elimination period. Premiums are based on monthly gross income. There could be a waiting period for this benefit.
Long Term Care Insurance is provided through UNUM
- Long Term Care insurance is available for employees and extended family members and pays benefits when you require substantial assistance with two out of six activities of daily living. You can choose from 4 plan options and benefit duration periods of 3 year, 6 year, or unlimited.
A medical history statement is required along with approval from UnumProvident. New employees are guaranteed up to and including $4,000/mo., three or six-year benefit plan if their application is made within 30 days of hire.
Looking Toward the Future
Employees become members in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP) after six full calendar months of employment. Lottery contributes 6% of your gross income into your PERS/OPSRP account each month.
- Employees hired before August 29, 2003 participate in the benefits of the Public Employees Retirement System (PERS).
- Employees hired after August 29, 2003 participate in the benefits of the Oregon Public Service Retirement Plan (OPSRP)
Employees are eligible to participate at any time in the Oregon Savings Growth Plan’s 457 deferred compensation plan that allows voluntary contributions from $25 up to $18,000 maximum per year on a pre-tax basis.
Also available is a Roth 457 plan deferred compensation plan that allows voluntary contributions $25 up to $18,000 maximum per year on a post-tax basis.

Full-time employees receive the following vacation leave:

Full-time employees receive 8 hours of sick leave accrual per month.
Personal Business Leave
Full-time employees annually receive 24 hours of personal business leave. Personal leave is granted July 1 through June 30 of each year and is forfeited if not used.
Full-time employees may request up to 24 hours of paid bereavement leave for the death of a family member.

Screening & Interviews
Once an application is submitted, it is screened by Human Resources (HR), to determine if the candidate meets the education and experience required for the job. Those applicants who best meet the requirements are referred to the appropriate hiring manager for further consideration. If an applicant is selected for an interview, the HR recruiter will contact the applicant. Phone screens may be conducted to further clarify a candidate’s qualifications.
Interviews at the Oregon Lottery are typically performed by a panel of supervisors or managers. A phone interview may be conducted in the event an applicant is out of the area and cannot appear in person. Once the process has begun, in-person interviews may involve multiple rounds including less formal “meet the staff” interviews.
Once a candidate completes the interview process, hiring managers identify finalists to proceed to the background investigation. This is a required step that all prospective Lottery employees must pass to ensure the security and integrity of Lottery operations. The background check includes:

Trial Service Period
New employees serve a trial service period of at least 6 months. During that time new employees attend the New Employee Orientation (and other training classes) as well as regular meetings with the manager and supervisor to determine progress in the position.

Does the Oregon Lottery do informational interviews?

If I apply for an Administrative Assistant position will I automatically be considered for other Administrative Assistant openings?
No. You must apply for each position you are interested in while it is actually open as a recruitment.
Does the Oregon Lottery allow employees to telecommute?
Not at this time.
Does the Oregon Lottery permit employees to work alternate work schedules such as four 10 hours days?
Requests may be considered case-by-case in terms of business need. The vast majority of Oregon Lottery employees are required to work a standard 5 day week, 8 hours per day.
If I am offered a job, do I have to start at the minimum of the salary range?
No. Depending on the education and experience you bring to the job, you may be offered a higher rate. Factors in making the job offer include but are not limited to the applicants’ education and experience, the difficulty recruiting for the position, equity among other employees in the same position and in the work group.
I need to be sponsored in order to be legal to work in the United States. Will the Oregon Lottery sponsor my visa application?
No. The Oregon Lottery does not offer visa sponsorships. Newly hired employees must provide evidence of their legal right to work in the United States within three days of appointment.
Security and Background Investigation
I have been convicted of a misdemeanor, can I be employed by the Oregon Lottery?
The circumstances related to a misdemeanor conviction would be evaluated on a case-by-case basis. However, all felony convictions and gambling related convictions, by law, preclude you from employment with the Oregon Lottery.
What is included in the security background investigation?
The security background investigation includes checking items such as fingerprinting, any affiliations with the gaming industry, criminal history, federal and state income tax compliance, credit history, driving history, employment references and character references.
How much time does the security background investigation take to complete?
The length of time for a security background investigation varies considerably at any given time. Typically the investigation takes from three to six weeks to complete (sometimes longer). You may be able to expedite the processing of your security background investigation by providing as many details as possible when completing the background application.
If I pass the security background investigation, am I guaranteed a job?
No. Once a candidate passes the background check, all of the information gathered during the entire employment process, including qualifications, interview(s), salary demands, availability, etc. is considered before deciding to extend an offer to a candidate. Since multiple candidates may be processed through the security background investigation for one position, passing the security background investigation is only one aspect of the process and does not guarantee employment.
